Aims & Objectives


        The Directorate of Field Publicity, by virtue of being a field-oriented organization, has been playing a pivotal role in seeking people's participation at the grass root level in various developmental schemes and programmes formulated by the Government for their benefit. By educating the people about the Government schemes, efforts are made to bring about a change in their attitude through behavior change communication. It targets people from different sections of society, particularly the weak and those living in distant areas in the rural and semi urban areas of the country. Equipped with men and material suitable for the job of delivering messages virtually at the doorsteps of the people, DFP field units endeavor to expose the mass to the diverse socio-economic and cultural milieu of the country and inspire them to move ahead united as citizens of the largest democracy of the world

        Broadly, the AIMS and OBJECTIVES of the Directorate are :-

 1) To project the policies and programmes of the government by bringing its men and material FACE TO FACE with the people and to inform them about the plans and schemes formulated for their benefits.

 2) To educate people about the fundamental national values like democracy, socialism and secularism and to reinforce their faith in them through constant personal contacts.

 3) To establish rapport with the people at the GRASS ROOT level for their active participation in the development activities as also to mobilize public opinion in favor of IMPLEMENTATION of welfare and development programmes.

 4) To gather PEOPLE'S REACTIONS to the programmes and policies of the government and their implementation down to the village level and to report them back for appropriate action and corrective by the government. The Directorate thus works as TWO- WAY CHANNEL OF COMMUNICATION between the government and the people.


  VISION:   Directorate of Field Publicity (DFP) envisages direct contact with people so that information about plans, programmes, schemes, policies and achievements of Government of India is delivered to them at their doorsteps and also at their convenience; to take immediate direct feedback from the people back to the Government; to improve effective two-way information flow between the Government of India and the people; improve people’s participation by making informed choices in development activities planned by the Union Government for their benefit. In effect, DFP envisions to become a world class messenger in interpersonal communication mode between the Government of India and the people thereby creating a better informed society

 MISSION:   DFP strives to intensify its contact with people, initially in remote, rural, tribal, backward and media shadow areas, through setting up of information delivery mechanism in every district of the country and alternatively through other modes by enlisting people’s participation as field communicators on behalf of DFP in the process creating more work opportunities; to use modern technology for further strengthening benefits of interpersonal communication; to empower more and more people with information to help improve the quality of their lives. DFP is the only Directorate of the Government of India engaged in interpersonal communication with the common man.

  OBJECTIVES:    To project plans, programmes, schemes, policies and achievements of Government of India by bringing its men and material face to face with the people and to inform them about the plans and schemes formulated for their benefit.

 • To educate people about the fundamental national values like democracy, socialism, secularism and communal harmony and to reinforce their faith in them through constant personal contacts.

• To establish rapport with the people at the grass root level for their active participation in the developmental activities as also to mobilize public opinion in favour of implementation of welfare and developmental programmes.

• To gather people’s reactions to the programmes and policies of the Government and their implementation and to report them back for appropriate action and course corrective measures, wherever required.

   FUNCTIONS:   Through its present 207 Field Units spread across the country, DFP carries out routine and special awareness campaigns on various programmes and policies of Ministries and Departments of Union Government. Being a field organization, DFP seeks to disseminate information, generate awareness and bring about attitudinal change in the people towards Union Government’s plans and programmes. DFP collects feedback from the people about various initiatives and policies of the Government. DFP thus acts as a bridge between the people and the Government in the true sense. The public awareness activities of DFP are organized in collaboration and coordination with Central and State Government, People’s Representatives, PRIs, Opinion Leaders, Local NGOs and institutions working to facilitate various developmental and social welfare programmes of the Government.

    

Highlights
 
During the month of April 2017 Regional office,DFP,Itanagar continue in monitoring and supervising programmes organised by the FPUs on various central flagship schemes like Swacch Bharat Mission,Skill India Mission, Atal Pension Yojana, BBBP and PMJDY covering 53 village and reached 7380 audience through Photo exhibition, oral communication and film shows.
During the month of April 2017 Regional office,DFP,Itanagar continue in monitoring and supervising programmes organised by the FPUs on various central flagship schemes like Swacch Bharat Mission,Skill India Mission, Atal Pension Yojana, BBBP and PMJDY covering 53 village and reached 7380 audience through Photo exhibition, oral communication and film shows.
During May 2017 units in this region conducted 49 photo exhibitions , 77 door to door inter personal talks, group discussions 49 photo exhibitions in 52 villages reaching 6670 audience. Units also organised group discussions on 28th on Prime Minister's Man Ki Baat.

During the month of July, 2017, units are organised various publicity programme through oral communications, film shows, photo exhibitions and distributing publicity materials related to GST,Beti Bachao Beti Padao, Swatchh Bharat Abhiyan and other flagship programmes of central government in their respective headquarters covering 59 villages and reached 5975 audience.

During March, 2017 Along unit organised the last RMNCH+A programme allotted to this region in the 2nd phase at Jengging in Upper Siang district. Also all the units organised publicity campaign under Swachh Shakti Saptah from 1-8th March. Regional office organized the 3- monthly workshop on Rajbhasa and also the concluding workshop on RMNCH+A campaign to discuss the implementation on 15/3/2017. Regional Office also participated in the ‘Say No to Plastic’ campaign organized by NHPC and Ziro unit participated in the NHPC programme on Mother & Child Health under PMSMA. As many as 80 villages and 14497 population were covered during RMNCH+A campaign and health camps were attended by 250 and Healthy baby show by 50 children. In addition the units conducted routine publicity activities like interpersonal discussion, photo exhibition and film shows.
During the month of June 2017 Regional Office, DFP, Itanagar organised Hindi Workshop and SOP workshop on 15th June 2017 , 16th June 2017 respectively. Regional office also observed 3rd International Day of Yoga in coordination with the NHPC, Itanagar. Bomdila ,Pasighat and Tawang units organised Special Outreach Programme on 25/06/2017, 28/06/2017 and 30/06/2017 respectively and all the DFP units celebrated IDY in a colourful manner on 21st June,2017. GST benefits, Swachha Bharat Mission, PM Jan Dhan Yajona and Betio Bacho and Beti Padhao were highlighted.
During February, 2017 Field units in the region organised six special outreach programmes on RMNCH+A in Upper Subansiri,Lower Subansiri,Lohit,Kurung Kumey,Changlang and East Kameng district. In addition units also organised regular publicity campaign through interpersonal communication, photo exhibitions and film shows on various flagship schemes of the government like MUDRA yojana, PMJDY , Swachh Bharat Abhiyan, Gramin Vikas Yojana, ,Atal Pension Yojana, Pradhan Mantri Krishi Bima Yojana and Skill India Mission at various locations in Arunachal Pradesh. Local media gave extensive coverage on DFP’s initiative in spreading awareness about Government Schemes.
During the month of August, 2017 DFP, Pasighat & Seppa unit with the coordination of RGU, Doimukh and NIT, authority Yupia organised 2 SOP on the theme of National Handloom Day on 5th and 7th August. DFP Tezu & Pasighat and Along & Ziro units also organised SOPs on Naye Bharat Ki Manthan…..Sankalp Se Siddhi at Mahadevpur-I village and Yigi Kaum village in Namsai and West Siang Districts respectively on 25th and 28th August, 2017. These were extensively reported by local press.The Regional Office as well as units also observed New India Movement 2017-2022 on 9th by taking New India pledge. Besides, units also organised various publicity programmes related to central govt. flagship programmes covering 34 villages 11610 audience.
